The whole intrigue is centered around carte-blanche documents kept in a vault. Whoever fills in the blank becomes the owner of a revue. Big money is involved. The nephew of the owner of the vault is trying to cheat his uncle and have his name in the documents. Everything is even more complicated because the manager of the bank has a finger in the pie, too. Who but a humble bank...。警察叻sir（陈百祥 饰）为了取得黑社会头目曾琛（曾志伟 饰）的犯罪证据，命令手下须仁（余文乐 饰）、肥秋（林子聪 饰）和傻强（杜汶泽 饰）进入曾琛的帮派中当卧底，而事实上曾琛也派了手下华dee（黄浩然 饰）潜入了警队当中。当他们进入了帮派后，才发现曾琛不懂如何处理黑社会中的事务，本质并不坏。 这时候，须仁他们被数名不知情的女警抓住了。须仁等人更对这几名警花产生了感情。不久黑社会的最高头目死去了，帮派内部纠纷不断。须仁这几名搞怪之人也掺和进去了，继而发生一连串乱七八糟的糊涂事。。
